Planning decision (warunki zabudowy, WZ)
A decision setting out what may be built on a plot and on what terms, used where no local zoning plan is in force.
The planning decision replaces a zoning plan as the basis for design. It fixes the use, the building line, area ratios, the width of the front elevation, height and roof geometry. A design that contradicts those parameters will not pass, however correct everything else is.
The decision is issued by the head of the municipality on application, and anyone may apply, including someone who does not own the plot. The procedure usually takes from several weeks to several months, longer when neighbouring parties are involved.
For an architect it is the first document to read before starting a concept. With stock designs it is also the first reason a purchased design turns out not to fit the plot.
