Local zoning plan (MPZP)

A local act of law that sets the use and the building rules for a specific area. Where one is in force, no planning decision is needed.

A zoning plan is read in two parts: the text, which holds the rules for each area, and the drawing, which shows where those areas are. For a plot you find the area symbol, then every rule attached to that symbol: permitted use, built-up ratio, biologically active area, height, roof pitch, the building line.

An extract from the plan is ordered from the municipality. For the client it is a small fee and a few days; for the design it is the basis without which starting a concept makes no sense.

Plan rules are often non-obvious — a roof pitch given as a range, or a requirement for a symmetrical roof that rules out half the catalogue house designs.
