PB-1 (building permit application)
The official Polish building permit application form. The client or their attorney files it with the county office, together with the design and a full set of attachments.
PB-1 collects what the authority needs to open the case: the client, the type and address of the works, the plots covered, the designer, and the list of attachments. The form decides nothing by itself; it is the wrapper around the site development plan and the architectural design.
The most common reason for a request to supplement the application has nothing to do with the design: a missing declaration of the right to use the property, a power of attorney without the stamp duty, the designer's chamber certificate, or the road manager's consent for the access. This is why offices keep the attachment list as a standing checklist instead of rebuilding it for every case.
The application can be filed on paper or electronically through the e-Budownictwo portal, where it is signed with a trusted profile, a qualified signature or an electronic ID.
